Dr. Cho has been a researcher and evaluator on projects funded at the federal, state, and county levels. She has applied rigorous quantitative and mixed methods evaluation methodology to a variety of projects. She has conducted all stages of research and evaluation studies: designing studies, collecting data, analyzing data, and submitting reports to government agencies and foundations.

In the University of Missouri College of Education (COE), Dr. Cho applied these skills to the accreditation by the Council for the Accreditation of Educator Preparation. She conducted performance evaluation of teacher training programs on P-12 student learning, teaching effectiveness, and the satisfaction of employers and completers. Previously, she served as an evaluator for a SAMSA-PBHCI Integrated Care Project on quality improvements using six-month interval reassessment data to monitor intervention effectiveness.

She received her Ph.D. in Sociology from the University of Missouri.
